NYS REQUIRES NEW VEHICLE INSPECTION FOR LIMOS New York State passed new inspection requirements earlier this year for limos and other altered vehicles. These new rules are now in effect. The new rules were passed by both houses and signed by the Governor due to several accidents involving fatalities in which the limos were found to be unsafe.

The new rules include new reporting requirements and determine when a limo or altered vehicle can be inspected.

An inspection station must complete a new Altered Vehicle Report (VS-1074SL) and notify DMV within 24 hours of a limo or altered vehicle being presented for inspection, whether or not an inspection is conducted.The form is available on the OPUS website: www.nyvip.org/PublicSite/ PDF/forms/vs-1074SL.pdf

Inspection rules for limos and altered vehicles have also changed. Prior to inspecting a limo or altered vehicle, Certified Inspectors must first determine if the altered vehicle has a Federal Alterer’s Safety Certificate affixed to it (this is usually found on the driver’s door jam). Inspection is permissible if: 1. An altered vehicle that seats less than 11 persons (including driver) and has a Federal Alterer’s Safety Certificate affixed to the vehicle can be inspected. 2. An altered vehicle that seats 11 or more persons (including driver) and has a Federal Alterer’s Safety Certificate affixed to the vehicle can be inspected only if a NYS Department of Transportation (NYSDOT) exemption letter is presented. Reject Inspection: 1. An altered vehicle that DOES NOT have a Federal Alterer’s Safety Certificate affixed to the vehicle (check the door jam for proper certificate) must be rejected. 2. An altered vehicle that seats 11 or more persons (including driver) and whose operator does not possess a NYSDOT letter must be REJECTED. Dealers should alert certified inspectors to these changes and call the Association at 718.746.5900 with questions regarding these changes.
