DMV Amends Five-Day Rule In March 2021, in response to a request from GNYADA, DMV agreed to change the number of days, from 5 to 10, that dealers have to submit registration and title application paperwork only for those participating in DMV’s Partner program. Dealers that are in the Partnering program issue permanent registrations and they are the only dealers that currently benefit from this change. The 5-day rule change allows dealers up to 10 days—doubling the present requirement— to submit registration and title paperwork to GNYADA’s DMV Direct or DMV. DMV regularly cites non-compliance with the 5-day rule as one of the top violations by dealers, and dealers acknowledge that meeting the 5-day requirement is burdensome.

The new rule does NOT change the number of days required to submit registration paperwork for dealers participating in DMV’s Dealer Plate Issuance Program (DPIP). GNYADA continues to advocate for the same extension to submit paperwork to DMV for dealers in DPIP.
