According to DMV, the most common violations by franchised new car dealers are: • 5-day Rule violations • Loaning Dealer plates for more than 5 days • Failure to Properly Maintain the Book of Registry • Falsely Certifying that Vehicle is Roadworthy • Failure to Give the Purchaser a copy of their MV-50 • Failure to possess proof of ownership documents • Failure to use supply of plates in the order received • Overcharging on registrations • Issuing more than one temporary certificate of registration (TCR) to the same person for the same vehicle (the 45-day Rule)

How to Avoid Fines Now that dealers have adjusted to the use of VERIFI to maintain their Book of Registry, issue MV-50s and order plates, the number of violations for these offenses should drop significantly. The change to the 5-day Rule to 10 days for dealers participating in DMV’s Partnering program means that those dealers should find it much easier to comply with this requirement and avoid violations. Similarly, many of the remaining common violations can also be avoided by participation in an Online Registration/ Title Service (OLRS). Dealers using OLRS are partners with DMV and print permanent registrations on-site and prior to delivery so they can avoid violations for lacking proof documents, overcharging for registrations/ cutting refund checks or issues related to DMV’s TCR 45-day rule.
